It can mean either really drunk or angry where I am in Ontario. Alternatively, it can also mean someone urinated in their pants. Comment by: J   
Also from Ontario - I've heard used both ways, but if you want to clarify which meaning, if he's "pissed up", that's drunk, and "pissed off" is angry. Comment by: Mogster    Rated:3/5
